2019 Open Houses:
HIGH RIVER ENERGY CENTER OPEN HOUSE
The community was cordially invited to attend an informational open house on Thursday, September 12 at the for the High River Energy Center, a 90-megawatt solar project proposed in the town of Florida. Attendees had the opportunity to meet our team, learn more about our company and the project, have their questions answered by our subject-matter experts, and listen to a presentation from the project developer.
The event was held at the Fonda Fair (Scott Hall Building) located at 21 South Bridge Street in Fonda, NY. There were two sessions – from 11 a.m. – 1 p.m. and then a second from 5 pm – 7 pm. Both sessions included an update on the project, covered the same information, and followed the same format.
2018 Open Houses:
An Open House for the High River Energy Center was held at the Florida Town Hall on August 29, 2018 from 11 a.m. – 1 p.m. and 5 p.m. – 7 p.m. The community was invited to attend an informational open house, meet our team, learn more about our company and the project, and have questions answered by our subject matter experts.
Regulatory Filings:
- On Monday, September 23, 2021, High River Energy Center, pursuant to 16 NYCRR § 1000.8, provided notice that on or about September 27, 2021, it itends to file a Petition to Amend the Certificate pursuant to NYCRR § 1000.16 seeking a modification to the Certificate from the New York State Board on Electric Generation Siting and the Environment. - On Tuesday, June 15, 2021, High River Energy Center, pursuant to 16 NYCRR § 1000.8, provided notice that, on or about June 21, 2021, it intends to file its Request for Issuance of a Water Quality Certification under Section 401 of the Clean Water Act. A copy of the notice can be seen here.

On Wednesday, September 23, 2020, at 9:30 a.m. an evidentiary hearing will be held before Administrative Law Judges Sean Mullany and Daniel P. O’Connell. In keeping with measures designed to limit the spread of COVID-19, the evidentiary hearing will be conducted by telephone only. The hearing will continue each successive business day, as needed. Each successive day’s start time will be determined at the end of the preceding day. A Notice Of Evidentiary Hearing ruling can be found here and on the Department of Public Service Website.
- On July 1, 2020 a ruling was issued to adopt the parties’ proposed litigation schedule. The ruling can be found here and on the Department of Public Service Website.
- On September 16, 2019 High River Energy Center, pursuant to PSL § 164 and 16 NYCRR § 1000.7, provided notice that on or about September 30, 2019, it intends to file its Application with the Siting Board for a Certificate of Environmental Compatibility and Public Need authorizing construction and operation of the Project. The notice of this filing can be found here and on the Department of Public Service Website.
- On August 28, 2019 High River Energy Center announced it filed proposed stipulations, pursuant to 16 New York Codes, Rules, and Regulations (“NYCRR”) § 1000.5(j), as to the scope and methodology of studies to be conducted in support of the Article 10 Application, which will be filed at a later date. There will be a 30-day public comment period on the Project’s proposed stipulations before interested parties may execute them. Any person may submit comments within that period on the Department of Public Service website, as provided below. - Preliminary Scoping Statement Comments & Intervenor Funding Deadlines
- High River Energy Center completed its filing of the Preliminary Scoping Statement (PSS) on November 16, 2018. Any person, agency or municipality may submit comments on the High River PSS by filing them with the Siting Board and serving them on High River Energy Center. Comments must be filed within 21 days after the filing of the PSS. Therefore, all comments on the High River PSS must be received no later than 4:30 p.m. on Friday, December 7, 2018. Municipal and local parties intending to request pre-application intervenor funding must file their requests no later than 4:30 p.m. on December 24, 2018.
